V BIENAL JOSÉ MIGUEL AROZTEGUI: Concurso Estudantil Latino-Americano de Arquitetura Bioclimática.
O GRUPO DE CONFORTO E EFICIÊNCIA ENERGÉTICA da ASSOCIAÇÃO NACIONAL DE TECNOLOGIA DO AMBIENTE CONSTRUÍDO (ANTAC), entidade promotora, institui o presente concurso, juntamente ao PROGRAMA NACIONAL DE CONSERVAÇÃO DE ENERGIA ELÉTRICA (PROCEL) da ELETROBRÁS, entidade patrocinadora.
1. DOS PARTICIPANTES
Podem concorrer, individualmente ou em equipe de até três participantes, estudantes de qualquer curso de graduação relacionado ao ambiente construído e oferecido por alguma instituição latino-americana de ensino superior.
Podem orientar os trabalhos, professores habilitados dos respectivos cursos; cada trabalho terá um único orientador, sendo o número de consultores participantes limitado a dois. É livre o número de trabalhos que cada professor poderá orientar.
Estão impedidos de orientar trabalhos, membros da diretoria da ANTAC, do Comitê Coordenador Permanente e do Comitê Organizador Local desta V Bienal. A critério de cada escola, os projetos poderão ser desenvolvidos no âmbito de disciplinas específicas, ou como atividade extra-curricular.
2. TEMA
O tema da V BIENAL JOSÉ MIGUEL AROZTEGUI será "Habitação Multifamiliar Bioclimática". O Brasil, atualmente, possui déficit habitacional de 6,6 milhões de habitações, que reflete tanto a necessidade de novas moradias quanto a necessidade de readequação de moradias precárias e degradadas. Visto que a maior carência de moradias encontra-se nos centros urbanos, a verticalização das habitações constitui solução indispensável. Propõe-se com este tema um desafio aos estudantes a repensarem a relação do homem com seu habitat, discutindo o direito à cidade, à moradia digna e ao meio ambiente sustentável.
Os projetos inscritos deverão incluir todas as instalações de uma habitação multifamiliar. Serão aceitos tanto projetos novos como intervenções em edifícios existentes, sendo que a edificação deverá possuir, necessariamente, um número mínimo de seis pavimentos.
Localização e clima: Cada participante ou equipe poderá escolher a cidade onde pretenda situar o projeto, mas deverá informar as características topográficas e climáticas locais.
3. INSCRIÇÕES
Cadastramento dos cursos: Até o dia 18 de março de 2007, as Escolas interessadas em participar deverão cadastrar-se, por meio de e-mail para: V BIENAL JOSÉ MIGUEL AROZTEGUI - Profa. Iraci Miranda Pereira.
Pré-seleção: Cada Escola constituirá uma Comissão Julgadora Local que selecionará até 3 projetos para concorrer à Bienal. Se a escola atestar possuir mais de 800 alunos, poderá enviar um projeto a mais para cada nova fração de 400 alunos.
Inscrição e envio dos trabalhos: Até o dia 02 de julho de 2007, os projetos selecionados em cada instituição deverão ser enviados ao Comitê Organizador Local e cada grupo participante deverá cadastrar seus integrantes através do envio de mensagem para o e-mail <iraci.pereira@uol.com.br>
4. FORMA DE APRESENTAÇÃO
Os trabalhos deverão ser apresentados em 4 painéis rígidos, numerados, no formato A-3 (297 x 420mm), sentido horizontal, com espessura máxima de 5mm e sem qualquer referência que permita identificar a autoria. Na borda direita da 1a prancha, deverá ser deixada uma faixa de 30 mm x 297 mm em branco para posterior identificação; nas demais pranchas, todo espaço A-3 poderá ser utilizado.
O envio dos trabalhos deverá ser feito em envelope lacrado, juntamente com o comprovante de que os autores são alunos regulares do Curso, as 4 pranchas e CD-ROM com o arquivo digital do trabalho. Os arquivos digitais devem ser produzidos em extensão JPG (min 300 dpi) ou CDR (já transformado em curvas), no formato A3 e no formato A2.
O não envio do arquivo digital e o envio de número inferior a quatro pranchas são motivos de desclassificação sumária do trabalho.
5. COMISSÃO JULGADORA
O Comitê Organizador da V Bienal designará uma Comissão Julgadora, a ser composta por três membros arquitetos, a qual avaliará os projetos.
6. CRITÉRIOS E ETAPAS DE JULGAMENTO
Os projetos serão avaliados segundo os seguintes critérios: concepção, desempenho, relevância, metodologia, abrangência das soluções, originalidade e qualidade da apresentação.
Primeira etapa: seleção dos 30 Projetos que comporão a Exposição da V Bienal, juntamente ao IX ENCAC, em Ouro Preto/MG.
Segunda etapa: classificação dos 3 Trabalhos Premiados. A critério exclusivo da Comissão Julgadora, poderão também ser concedidas Menções Honrosas.
Terceira etapa: seleção dos 12 trabalhos que comporão a Mostra Itinerante da V Bienal, a qual circulará pelas escolas latino-americanas interessadas, entre 2008 e 2009.
7. PRÊMIOS
Os Melhores Projetos serão premiados, com a premiação ainda a ser definida junto aos patrocinadores da Bienal.
As Escolas dos projetos premiados receberão o troféu Bienal Aroztegui.
Todos os autores e orientadores premiados e selecionados para a Mostra Itinerante e Exposição da V Bienal receberão certificados de participação. Os consultores participantes não receberão certificados.
8. DIVULGAÇÃO DOS RESULTADOS
A divulgação dos Projetos Premiados, Menções Honrosas e demais trabalhos selecionados para a Mostra Itinerante, ocorrerá durante o IX ENCAC, em sessão solene especialmente convocada para este fim, durante a qual serão conferidos os prêmios aos autores presentes.

The GROUP OF COMFORT and ENERGY EFFICIENCY of the NATIONAL ASSOCIATION OF TECHNOLOGY Of AMBIENTE CONSTRUÍDO (ANTAC), promotional entity, institutes the present competition, together to PROGRAMA NACIONAL DE CONSERVAÇÃO DE ENERGIA ELÉTRICA (PROCEL) of the ELETROBRÁS, entity sponsor.
1. OF THE PARTICIPANTS They can concur, individually or in team of up to three participants, students of any course of graduation related to the environment constructed and offered for some Latin American institution of superior education. They can guide the works, qualified professors of the respective courses; each work will have an only person who orientates, being the number of participant consultants limited the two. The number of works is free that each professor will be able to guide. They are hindered to guide works, members of the direction of the ANTAC, the Permanent Coordinating Committee and Local the Organizador Committee of this Biennial V. The criterion of each school, the projects could be developed in the scope of discipline specific, or as extra-curricular activity.
2, SUBJECT The subject of the BIENNIAL V JOSE MIGUEL AROZTEGUI will be "Habitation Multifamiliar Bioclimática". Brazil, currently, possesss habitacional deficit of 6,6 million habitations, that in such a way reflects the necessity of new housings how much the necessity of readequação of precarious and degraded housings. Since the biggest lack of housings meets in the urban centers, the verticalização of the habitations constitutes indispensable solution. A challenge to the students is considered with this subject to rethink the relation of the man with its habitat, arguing the right to the city, the worthy housing and the sustainable environment. The enrolled projects will have to include all the installations of a multifamiliar habitation. As many new projects will be accepted as interventions in existing buildings, being that the construction will have to possess, necessarily, a minimum number of six floors. Localization and climate: Each participant or has equipped will be able to choose the city where she intends to point out the project, but will have to inform the topographical characteristics and climatic places.
3, REGISTRATIONS Cadastre of the courses: Until day 18 of March of 2007, the Schools interested in participating will have to be registered in cadastre, by means of email stop: BIENNIAL V JOSE MIGUEL AROZTEGUI - Profa. Iraci Miranda Pear tree. Daily pay-election: Each School will constitute a Local Commission Judge whom it will select up to 3 projects to concur for the Biennial one. Registration and sending of the works: Until day 02 of July of 2007, the projects selected in each institution will have to be sent to Local the Organizador Committee and each participant group will have to register in cadastre its integrant ones through the sending of message for the email
4, PRESENTATION FORM The works will have to be presented in 4 rigid panels, to be numbered, in the A-3 format (297 x 420mm), felt horizontal, with maximum thickness of 5mm and without any reference that allows to identify the authorship. In the right edge of 1a plate, will have to be left a band of 30 mm blank x 297 mm for posterior identification; in the too much plates, all A-3 space could be used. The sending of the works will have to be made in sealed up envelope, together with the voucher of that the authors are regular pupils of the Course, the 4 plates and CD-ROM with the digital archive of the work. The digital archives must be produced in extension JPG (min 300 dpi) or CDR (already transformed into curves), in the A3 format and the A2 format. The sending of the digital archive and the sending of inferior number the four plates are not reasons of summary declassification of the work.
5, COMMISSION JUDGE The Organizador Committee Biennial da V will assign to a Commission Judge, to be composed for three members architects, which will evaluate the projects.
6, CRITERIA And STAGES OF JUDGMENT The projects will be evaluated according to following criteria: conception, performance, relevance, methodology, abrangência of the solutions, originalidade and quality of the presentation. First stage: election of the 30 Projects that will compose the Exposition of the Biennial V, together to IX the ENCAC, in Preto/MG Gold. Second stage: classification of the 3 Works Awardees. The exclusive criterion of the Commission Judge, could also be granted Honrosas Mentions. Third stage: election of the 12 works that will compose Mostra Itinerante of the Biennial V, which will circulate for the Latin American schools interested parties, between 2008 and 2009.
7, PRIZES The Best Projects will be awardees, with to be defined the still together awarding to the sponsors of the Biennial one. The Schools of the projects awardees will receive the trophy Biennial Aroztegui. All the authors and people who orientates awardees and chosen teams for Mostra Itinerante and Exposição of the Biennial V will receive ceritficate of unit fund. The participant consultants will not receive certified. 8, SPREADING OF THE RESULTS The spreading of the Projects Awardees, Honrosas Mentions and too much works selected for Mostra Itinerante, will occur during IX the ENCAC, in solemn session especially convoked for this end, during which the prizes to the authors will be conferred gifts.
